Why is the Houston Framework right for the region?

The Framework expands CACHH's effectiveness without expanding its functions. The Framework maps provide a powerful communication tool that helps people work together to visualize common themes and project opportunities. For years to come, the maps can be used to inform every civic undertaking and to design projects that enhance the identity of the region, its communities, and its neighborhoods. The Action Agenda defines a demonstration program to implement catalytic projects through the creation of active partnerships among individuals, organizations, and CACHH. By concentrating on key themes that touch every corner of Houston and Harris County, the Framework relates to everyone here, not just to artists and designers. By rooting the Action Agenda in existing ideas, the Houston Framework encourages the formation of partnerships among CACHH and the individuals and entities that have already identified civic art and design opportunities in their communities. The Action Agenda includes projects that enhance such civic places as bayous, historic districts, and important streets and boulevards. In addition, it proposes programs that bring neighborhood groups, public agencies, and community leaders together with artists and designers to find creative solutions to specific urban challenges. Anchoring the Action Agenda are policy initiatives to demonstrate the economic significance of civic art and design and to develop long-term funding mechanisms and incentives for their continued implementation.

By having CACHH's expertise available on a fee-for-service basis, the city and county, businesses, and community groups can take advantage of a high level of expertise at a reasonable cost and avoid the expense of developing the in-house skills and paying the overhead for managing civic art and design projects. The Framework further leverages public dollars by emphasizing shared sponsorship of these efforts. Partners will work with CACHH to fund projects, as well as to design and build them. Together, these mandates reflect the Framework's entrepreneurial spirit, a spirit especially appropriate to Houston's civic culture.

The Houston Framework is designed to encourage voluntary efforts to build a culture of place. It demonstrates to private developers, community groups, and public entities the benefits of incorporating civic art and design into their endeavors. It offers tools, ideas, information, and technical assistance to those already wanting to integrate civic art and design into neighborhoods and development projects. And it inspires the people of Houston and Harris County to seek out, enjoy, and value the products of human creativity that enhance the urban environment.
